Unification of internal and external disadvantages of an organization is one  factor that triggers an imbalance between workforce availability, workforce need, and scarcity of qualified workforce. Higher education needs to improve its role as an intellectual center to create innovations, contribute ideas, produce agents of change, and maintain morality and values of the community and the nation. Thus, the characteristics of higher education develop.Good governance is an instrument for higher education to increase its quality to cope with the competitive era. In implementing good governance, principles of transparency, accountability, responsibility, independency, and fairness are indispensible. Finally, higher education needs to evaluate its implementation based on leadership skill and involvement of top management; governance structure and its process; membership; commitment to a vision, organizational culture and values; monitoring and performance measurement; and communication and information.
